No matter how cute and friendly that dog looks you are seeing out and about, don't reach for and pet him without seeking permission from the owner.
The dog might be tired, anxious, too excited, in training or the owner might just simply not want you to pet his dog, and that's ok.
Dogs are not public property. If you would not approach and pet
the owner, don't approach and pet the dog without asking if it is ok first.
